Illustrating these issues as they converge on two Michigan child-killers may help inform and prepare us when we are challenged to assist the child, his/her family, the prosecution or the defense. It may guide us to give thoughtful testimony to the local and national legislatures which ultimately can change procedure and sentencing.
2008 Forensic evaluation of juvenile fire setters Eugene Schiller, Psy.D., MSW psychiatry CD 10621 Fire setting behaviors continue to be a societal problem, resulting in both human and property damage. The causes of such behaviors remain poorly understood, and represent a final common pathway of biological, psychological, social risk factors. Often, the behaviors start in childhood, and if properly analyzed, could result in preventive measures. In this presentation, a forensic psychologist experienced in such analyses will review the phenomenology, risk factors, differential diagnoses, and management of juvenile fire setters. The relationship of firesetting to psychopathy and biological under-arousal will be explored, as will a mens rea analysis of the fire setter, evaluating the quality of risk taking.--Eugene Schiller is a clinical psychologist working for Juvenile Forensic Services, County of San Diego. In this capacity, he routinely conducts evaluations of juveniles for the potential to set fires.
2008 Psychosexual outcomes for men who were sexually abused in institutions as children and adolescents

Ley, Ph.D. psychology CD 10646 In earlier eras, it was not uncommon for some children, particularly boys, to be placed in various institutions if they had significant conduct problems, serious intellectual impairment or learning disabilities, or specific medical conditions. Some special educational and religious initiatives resulted in the wholesale institutionalization of specific ethnic groups. Tragically, oftentimes there was much sexual abuse of institutionalized children by adult staff members. In recent years there has been a proliferation of lawsuits involving such "historical abuse cases," whereby an adult alleges childhood sexual abuse and seeks compensation for psychosocial damages linked to the claimed abuse. Attendees will learn how to conduct a comprehensive assessment in historical abuse cases, such that the link between childhood abuse and adult psychosocial adjustment can be ascertained.
2007 Interventions with aggressive and resistant adolescents: cognitive processes related to anger in children and youth

Although there has been a recent drop in the rates of violent juvenile crime, the problem of adolescent violence remains a long-standing, vexing and complex issue that continues to challenge mental health providers and one that reaches far beyond fluctuations of crime rates, media focus and political pressures. This presentation offers a conceptual model of assessment and treatment for use with aggressive and unwilling youth that draws upon a blending of cognitive behavioral systems, animal assisted and creative therapies.

Many adolescents are automatically transferred to adult criminal court due to the nature of their crime. However, many of these adolescents demonstrate deficits in competence, not merely because of naïveté or treatable psychiatric disorders, but due to cognitive immaturity and lack of appreciation. Adult based competency habilitation programs are usually bifold, teaching facts and treating psychiatric disturbance. There is often little done to address issues of cognitive maturation, especially in the population that has a high percentage of language processing disabilities. The courts are just now becoming increasingly aware of these issues and the dilemma they pose. This talk will address the problem and offer a case study (currently at the level of the appellate courts) as an example. Learning objectives: to understand components of legal competency; to under-stand the interplay of cognitive development and competency. Anna Scherzer, M.D. has been in private practice since 1977, as a clinical pediatrician, a general and child/adolescent psychiatrist and as a forensic psychiatrist.

At the hearing and jury trial, the authors provided psychiatric and psychological testimony for the prosecution. The North American psychologists identified the scope of psychological test practice within their juvenile/family court clinics. Major diagnostic batteries were identified for typical court ordered delinquent and abuse/neglect assessments. The reasons for referral for psychological evaluations for abuse/neglect and delinquent assessments are rank-ordered by the frequency of request. Implications for revising the standards of practice in juvenile/family court clinics are discussed. An appeal is made for new assessment instruments and methods.

The charts were reviewed to obtain the current or past frequency of Posttraumatic Stress Disorder (PTSD) development within children exposed to physical maltreatment, sexual maltreatment or both. PTSD is a common sequelae (20.9 percent) of severe maltreatment even as determined in a retrospective fashion. In this study PTSD also was a more common consequence of sexual compared to physical maltreatment.
